Helmick doesn't see much hope for teacher retirement bill

CHARLESTON, W.Va.
Senate Finance Chairman Walt Helmick of Pocahontas County is less than optimistic that the governor's proposal on the teacher retirement programs will make it through the Legislature.



Governor Manchin's proposal would let teachers and other school employees in the state's 401 -style retirement program transfer their savings into a second, traditional pension plan for educators.

The House and Senate differ in their approaches on how many of the 19,164 Teachers Defined Contribution members must merge, how much transferees must pay to receive full pension benefits, and how much state funding is needed to cover the resulting expense.

Helmick told officials with the American Federation of Teachers-West Virginia today that time is running out. He says he's not sure a compromise can be reached by the time the session ends at midnight tomorrow.
