CHARLESTON, W.Va. Taking a passport or other identifying documents to coerce a person to work would be illegal under a human trafficking bill being considered by the House of Delegates. Lawmakers significantly altered the language from the initial version of the bill to better address forced labor and prostitution. Republican Delegate Patrick Lane of Kanawha County says the changes provide a more comprehensive bill to combat the limited human trafficking here and prevent its spread in the state. Lawmakers also want to create a separate section in state law for human trafficking instead of blending it into the kidnapping statute. The archaic language is difficult to understand for attorneys and the general public. And Lane says legislators plan to file a bill this session that would update the kidnapping law. |
