Lawmakers complete 2008 session

CHARLESTON, W.Va.
West Virginia's schools proved a key topic during the final hours of the 2008 legislative session.



Lawmakers passed $1,600 raises for teachers, but at Governor Manchin's urging shelved a compromise proposal to aid educators with ailing 401-K-style retirement accounts. Manchin suggested revisiting the issue during a brief special session that would follow next week's work on the budget.

The House and Senate also changed the state's school aid formula, aiming to increase local funding by 30 million dollars annually.

Tax cuts and were a top issue as well, mostly to benefit business.

Legislators earlier approved raises for troopers, state workers and for themselves.

They also voted to make the state's 10 community-technical colleges independent of four-year institutions and to start a research endowment for WVU and Marshall University.

Consumers, meanwhile, were promised September sales tax holidays for Energy-Star rated products.

All told, lawmakers passed 243 bills to Manchin before the session's midnight finale last night .
