CHARLESTON, W.Va: (Kennie Bass) - Kanawha County Circuit Court Judge Duke Bloom swears in Don Morris as Kanawha County's special prosecutor. He's been designated to handle cases involving abuse and neglect, crimes of violence by a parent, guardian or custodian against a child and violations of domestic violence protection orders.

Morris is needed because county prosecutor Mark Plants is embroiled in a domestic violence case in his personal life.

"It's going to be a lot of work," Morris said. "But the children and the community need to be protected. That's gotta be our number one concern. We can't have cases laying around not being handled. Obviously there's an issue but the judge has addressed that by the actions he's taken."

Morris' services aren't free. He's asking for $200 an hour while he's on the job. County Commission President Kent Carper thinks he's worth it.

"You're getting a 30-year career prosecutor with an unblemished record to handle cases that have strict timelines," Carper said. "If these cases aren't handled properly, it's the victims who will be punished."

Additionally, Bloom moved three assistant prosecutors and two staff members who were previously working under Plants. They will now answer to Morris.

"Judge Bloom was also very careful to use existing personnel not to run the tab up too much on the taxpayers," Carper said. "But it will be, I think, a significant additional cost."
