Man Pleads Guilty To Stalking, Indecent Exposure

A Charleston man pleaded guilty Friday to exposing himself to young girls, and recounted the disturbing events which led to his arrest.

John Rowe also told the courtroom that he videotaped those incidents. He accepted a plea agreement for two misdemeanor offenses.

Rowe looked around nervously, as he entered the courtroom in handcuffs.

"It says, 'Scheduled for a plea of guilty pursuant to a plea agreement,' " Judge James Stuckey said to Rowe. He asked the 41-year-old if he is in fact pleading guilty to not only exposing himself to little girls, but also to a stalking charge for trying to videotape their reactions.

"Did anyone promise you, or threaten you with anything to get you to accept that plea agreement?” Stuckey asked.

“No, Sir ,your Honor," Rowe replied.

"My name is John Limwell Rowe," Rowe said. "I plead guilty."

It happened on Feb. 24, at Rowe's home on Neighbors Drive in Charleston.

"I was masturbating in my bedroom, and I heard, outside my window, the sounds of those female children and as they came up the street,” Rowe said. “I just exposed myself to them. I was masturbating, and tapped on the window."

He also grabbed his video camera, to capture their stunned faces.

"I guess, when I grabbed it and put it up into the window, to capture their expressions, it shut off," Rowe said.

Rowe told Stuckey he has not worked for two years and suffers from ADHD. His attorney said Rowe is very much aware of his own demons, and wants to get help.

"I'm sorry for what I have done, and I do need some counseling and some help," Rowe said.

Rowe was sentenced to six months in jail, most of which he has already served. He will also spend two years on probation for the stalking charge and 10 years on probation for the indecent exposure charge. Rowe is also not allowed to have contact with any of the victims or their family members for 10 years.




A man admitted Friday to a disturbing crime in court that involved young girls in Charleston.

John Rowe pleaded guilty to two misdemeanors - stalking and indecent exposure. He admitted he was masturbating in his bedroom on Neighbors Drive in Charleston, when he heard young girls walking outside.

He said he tapped on the window, exposed himself and filmed the entire incident on a camera. The girls ran home and told their mother, who then called police.

"I heard outside my window the sounds of those female children and, as they came up the street, I just exposed myself to them,” Rowe said. “I was masturbating, and tapped on the window."

Rowe was sentenced to six months in jail, most of which he has already served. He will also spend two years on probation and is not allowed to have contact with the victims or their family members for 10 years.
