Kanawha Prosecutor's Office Appoints New Chief Of Staff

Kanawha County Prosecutor Mark Plants has appointed Charles “Chuck” Miller as chief of staff in the Prosecuting Attorney’s Office.

Miller has been with the Kanawha County Prosecutor’s Office since 2011 when he retired from the U.S. Attorney’s Office. Miller was with the U.S. Attorney’s Office from 1984 until 2011, serving as the U.S. attorney from 2005 till 2010.

Miller replaces Dan Holstein as chief of staff, according to a news release from the prosecutor’s office. Holstein had served as chief of staff for the last three and a half years. He will now be assigned to prosecute felony cases in Judge Carrie Webster’s courtroom.

The move follows a hearing in Kanawha Circuit Judge Duke Bloom’s courtroom last week when the judge and Special Prosecutor Don Morris gave a blistering response to Holstein and Plants in court over the prosecuting attorney office’s offer to have an assistant prosecutor join the special prosecutor’s team as a cost-saving measure. Plants’ office said the move would save on the $200 hour fee that is being paid for the special prosecutor’s work, but the judge and Morris said the prosecutor’s office was attacking the integrity of the special prosecutor.

But Plants said in the news release that the change in the chief of staff is “about maximizing the service to Kanawha County crime victims. Dan Holstein is one of the top trial attorneys in our office, and Chuck Miller has a long history of being a top-notch administrator.”

As a Vietnam veteran and former Kanawha County deputy sheriff, Chuck Miller has extensive experience in service. Miller previously served as an assistant prosecutor in Kanawha County from 1977 to 1982. While with the U.S. Attorney’s Office, Miller was the recipient of numerous Special Achievement Awards from the U.S. Attorney General for Superior Performance in Litigation and received the Director’s Award for Executive Achievement in 2010.
