Nine-Hour Putnam County Standoff Ends After Police Use Tear Gas, Multiple Tactics

SCOTT DEPOT, W.Va. (Jeff Morris) -- Putnam County deputies said law enforcement officers used multiple tactics to get a suspect out of a residence, including deploying tear gas, before the man surrendered and ended a nine-hour standoff.

Ricky D. Reynolds, 56, of Scott Depot will face several charges including fleeing in a vehicle, fleeing on foot, assault on a police officer and obstructing a police officer , according to a news release from the Putnam County Sheriff’s Department.

Deputies said Reynolds, who lives at 98 Rolling Meadows, was arrested by deputies and West Virginia State Police after a standoff at his residence about 3 a.m. Thursday. The release said Reynolds was involved in several hit-and-run accidents about 6 p.m. Wednesday in the Scott Depot area. A Putnam County deputy located Reynolds’ vehicle in Scott Depot and attempted to stop it when Reynolds fled to his residence.

Once at the residence, deputies said, Reynolds exited the vehicle with a German shepherd and appeared to have a handgun in his waistband. The release said the suspect issued a command for the dog to attack the deputy and then fled into the residence after recalling the dog. Numerous attempts to make contact with the suspect failed and members of the sheriff’s department deployed tear gas rounds into the windows of the home. Further attempts to make contact with the suspect failed and West Virginia State Police were contacted for additional resources. Members of the West Virginia State Police arrived at the scene and deployed resources in an attempt to establish contact with the suspect.

The State Police Special Response Team again deployed gas rounds into the residence, which yielded limited results. After some time, the suspect exited the back of the residence with a firearm and then quickly retreated into the residence for some time until he exited the front of the residence unarmed and he was taken into custody, the release said.

Deputies said Reynolds had several self-inflicted lacerations requiring medical attention, and he is in custody and receiving medical attention. Reynolds will be arraigned when medically possible.

The incident remains under investigation and more charges are anticipated.

SCOTT DEPOT, W.Va. (Katelyn Sykes) -- A man is in police custody after an eight hour standoff in Scott Depot.

Putnam County Sheriff's deputies said Ricky Reynolds is charged with felony fleeing, obstructing and assault on an officer.

Deputies said it all started at around 7 p.m. Wednesday when police arrived at his home in the Rolling Meadows subdivision in Scott Depot to confront Reynolds over several hit and runs that happened. That's when deputies said Reynolds let his dog loose on the officer and said he had a weapon. He then locked himself inside of his home.

The West Virginia State Police Special Operations Unit and Putnam County Sheriff's deputies shot beanbags into the windows and used tear gas multiple times during the standoff to bring things to an end.

Reynolds surrendered to police at around 3:30 a.m. Thursday. He was taken away from the scene in an ambulance.
