ST. ALBANS, W.Va. (Bob Aaron, Katy Brown) -- A St. Albans mother has been charged with felony child neglect.

Brittany Nicole Reedy and Zachary Taylor were arrested Thursday morning after a deputy said he found both suspects unresponsive in a car in the parking lot of Bammy's Hot Dogs near St. Albans.

In the parking lot outside the car, deputies said they found, strapped in a stroller, Reedy's 3-year-old son.

Reedy showed a range of emotions during her arraignment. Police said had a needle in her arm when paramedics arrived.

It was in court that Reedy suddenly seemed to care about the welfare of her toddler.

So far, there are no drug charges in the incident.

Neighbors said the couple recently moved in with each other at a home on First Street North in St. Albans.

And since then, neighbors said people have been coming and going from that home non-stop.

One neighbor said Reedy had money stolen from her to feed the couple’s drug addiction.

The father of the child, now in Child Protective Services, spoke out Thursday.

"She shouldn't be out doing dumb things like she was last night with little Dre,” he said.

He said he is concerned about the child.

The father went on to say Reedy's behavior is childish.

He said all she had to do was drop the 3 year old off and he'd be home, not with CPS.

Both Reedy and Taylor were charged with child neglect. They’re being held at the South Central Regional Jail on a $25,000 bond each.
