Winfield Getting Multimillion Dollar Sewer Plant

WINFIELD, W.Va. (Chris Williams) -- Winfield is a fast growing community and because of that, the city has changed a lot during the last 20 years.

"I've been a resident of Putnam County for the last 27 years, and everywhere there was farmland, now it’s all homes," Putnam County resident Manoli Stilianoudakis said.

That growth is putting a strain on Winfield's sewer plant. Winfield Mayor Randy Barrett said the plant has been in violation with the West Virginia Department of Environmental Protection for the last decade for putting more ammonia into the river than it should. To fix the problem, the city is going to build a new sewer plant.

"Our hands are tied. We have to meet regulations with the state and the feds. We don't have a choice but to build a new plant," Winfield Mayor Randy Barrett said.

Barrett said the average sewer bill now is about $36 a month. To pay for the new $7.4 million plant, the city is going to raise that rate.

"It's going to make the average bill go to about $64, that's not great," Barrett said.

The plan is to raise the rates gradually, but it still concerns people who live here.

"My only concern is limited income people and how they're going to pay the monthly increase," Winfield resident Ramona Cox said.

The new plant is going to double the city's capacity for sewage. While residents can understand the city needs a new plant, they also know no one likes to pay more money.

"The problem has been delayed for so many years, that it has to be fixed now. So somebody has to pay, and those somebodies are us," Stilianoudakis said.
