Winfield Plans to Annex Part of Putnam County

WINFIELD, W.Va. (Sean DeLancey) -- Winfield City Council is making moves to annex portions of Putnam County, and affected businesses are fighting back.

The proposal passed by Winfield City Council would extend city limits along US 817 to Tuckers Branch and along portions of Route 34.

Businesses in the area would then be subject to B&O taxes from the city.

Renay Jerrell, local business owner, said another cost could ruin small business profits. "There are some businesses, small mom and pop places, who will actually go out of business... and to me that's not right," Jerrell said.

Winfield Mayor Randy Barrett said the council trying to "level the playing field" between businesses in city limits and just outside the city. He said the city provides services to those businesses right on the city line, and the businesses don't pay taxes for those services.

Lynne Fruth, president of Fruth Pharmacy, disagrees with the move to annex her property and said, "We just don't see that there's any benefit for us and quite frankly the tax is pretty significant."

Barrett says the tax would be a quarter of a percent of a business' gross income.

The Putnam County Commission still needs to vote upon the proposal for it to come into effect. Barrett said this process could take four to six months to resolve.
