NITRO, W.Va. (Kallie Cart) -- Neighbors are speaking out, after allegations that a mother tasered her three kids.

Putnam County deputies said the incident happened at a home on Second Avenue in Nitro.

They said Betty Basham, 34, used the taser on her three children, ages 13, 11 and 9. They also said the kids told them she would routinely whip them with a belt so hard, that one of the boys said he had trouble sitting.

Neighbors are still in shock over the allegations.

"I kind of feel bad for the kids,” neighbor Andy Rice said. “I see them running around a lot. I just feel bad that something like that would happen there, a person would do that to a kid.”

Basham has been charged with child abuse resulting in injury, which is a felony.

She has been released from jail.
