Deputies Say Children Tied Up And Abused; Three Suspects Charged

WHEELERSBURG, Ohio (Dave Benton) - The Scioto County Sheriff's Department said three suspects are facing charges in connection to the abuse and neglect of four children.

Juan Carlos Sanchez, 44, of the Virgin Islands was charged with three counts of child endangerment and two counts of rape. Edwina Louis, 52, was charged with three counts of child endangerment. Bobbi Sue Pack, 31, of Wheelersburg was charged with three counts of child endangerment.

Deputies said Sanchez had been staying at the Wheelersburg home with Pack, and Louis. Detectives are searching for a fourth person for questioning, Leah Dillon, 24, who fled when deputies arrived.

Detectives said on Jan. 30, a teacher from an online learning school called them after a student emailed her to call 911 about abuse claiming children were being tied up and abused. Deputies and children services went to the home in Wheelersburg and removed four children all under the age of 11.

Autumn Collier lives across the street from where Deputies say the abuse happened.

"Everything from the outside appeared normal," she said. "Apparently, you never know what happens behind closed doors."

During an investigation, detectives said the children said they would only get food sometimes and were told to get naked to get hit with belts and paddles. Two of the children said they were sexually abused, detectives said. Detectives said the children had scars on their bodies that indicated abuse. The children were taken to a children's hospital in Columbus for treatment.

All three suspects are being held in the Scioto County Jail. Sanchez bond was set at $1 million. Louis and Pack's bond was set at $150,000.

"Lock them away, lock them away," Collier said. "You should not do that to kids. It just shouldn't be done. The unfortunate thing is the kids will live with that forever."
