A police standoff in Portsmouth ended Saturday with no one injured.
Police said the suspect, John Locher, had been barricaded with a gun inside his apartment at Hudson House and had fired 20 to 25 shots, some of which went into a neighboring apartment
Police brought Locher out, handcuffed on a stretcher, with a cup of coffee in his hand.
Locher is a combat veteran and is undergoing a mental health evaluation.
One woman, who lived on the fifth floor, spoke on the incident.
"I didn’t know that anything was going on, until somebody knocked on my door and told me I had to leave,” neighbor Betty Cochran said. “I had no idea until I got downstairs and questioned people and finally found out."
Locher was taken into custody. It is unclear if any charges will be filed.
