The West Virginia National Guard recalled nearly a thousand civilian employees to work Monday. Over the weekend , the Department of Defense decided it could recall about 90 percent of the furloughed civilians under the Pay Our Military Act passed just before the budget shutdown.
The state Army and Air Guard have recalled 996 civilian technicians. Only five others, all auditors, remain laid-off.
