A legislative audit shows the agency charged with protecting West Virginia children from abuse and neglect has been suffering from high staff turnover, failing to do timely investigations and unwilling to fix shortcomings.
Child Protective Services is part of the Department of Health and Human Resources' Bureau for Children and Families.
The audit presented to lawmakers in Charleston said the bureau lacks a sense of urgency in recruiting, building and retaining a workforce capable of timely investigations.
The Dominion Post said state Sen. Donald Cookman of Hampshire County calls the situation appalling. He's a retired circuit court judge.
Interim bureau commissioner Susan Hage said she is taking the report seriously and committed to change.
She said low pay and high caseloads contribute to employee burnout and drive trainees to quit.
