There are protections for families who cannot take care of their children. Safe Haven laws are in place throughout the country to try and prevent mothers from abandoning their babies in unsafe places.
Mary White, who is the chief operations officer at the Children's Home Society of West Virginia says safe haven laws have been somewhat effective in protecting babies.
Every state is a little different, in West Virginia, a mother is protected under the law if she abandons the baby before its 30 days old and the baby must be taken to a health care facility or a hospital. But White says more education is needed about adoption.
"If we can provide them with the information about the option for adoption I think we'll see fewer children abandoned or neglected or even in safe havens because the birth parents were involved initially and they made the plan for adoption," White said.
Parents can choose their adoption plan, deciding to stay in contact or receive updates. White says often times, adoption is a decision that comes after babies are born. But she says parents shouldn't be ashamed of making that choice.
"To make that adoption plan, there's no greater love than that because truly they do have the best interest of their child at heart," White said.
There are 13 Children's Home Society locations throughout the state, health care providers can also direct mothers to resources on adoptions.
For those who qualify to become adoptive parents, the society's services are free or very minimal if adopting children from out of state or out of the country.
