A man has been arrested after deputies said he threw a dog out of a moving car in Lawrence County, Ohio.
Joshua Phillips, 33, of Russell, Ky., was charged with cruelty to animals on Wednesday. On Monday, the Lawrence County Sheriff's Department received a call about a dog being thrown out of a window of a moving car on US 52 near the Solida Road exit, according to a news release from the department. The person who witnessed it took a picture and was able to capture the license plate number, the release said. The dog suffered minor injuries and is under the care of a new owner.
Detectives found out the owner of the vehicle belonged to a construction company out of Ashland, Ky. The company told detectives who was assigned to the vehicle and where it could be found. At about 12 p.m. Wednesday, detectives spotted the vehicle with the suspect sleeping inside parked at the Country Hearth Hotel in South Point.
Sheriff Jeff Lawless commended the person who reported the incident.
