City police were called to the state office building being built in Logan after a construction crew found several tubes in a waste management dumpster and feared they might contain explosives.
Logan police called the West Virginia State Police bomb squad, who determined the tubes were filled with roof bolt glue and posed no threat.
The dumpster had been at a mine site prior to being at the state office building.
