Ross Taylor is officially the secretary of the West Virginia Department of Administration.
Taylor had served as acting secretary since Robert Ferguson resigned in February 2012.
Gov. Earl Ray Tomblin announced the Ripley resident's appointment Thursday.
Taylor previously served as state comptroller, director of the Finance Division and deputy finance director.
He is chairman of the West Virginia OASIS Enterprise Resource Planning project steering committee.
