The head of the West Virginia Office of Miners' Health, Safety and Training will retire Dec. 31.
C.A. Phillips has been director since August 2011 and was acting director for about a year before that.
The Charleston Gazette said Gov. Earl Ray Tomblin hasn't indicated who will replace him.
Phillips is a former miner and United Mine Workers of America safety representative who started working for the state in 2001.
He took over in November 2010, during the the investigation of the Upper Big Branch mine disaster, when Ron Wooten resigned.
That April 2010 explosion killed 29 men.
Phillips also helped investigate the 2006 explosion that killed 12 men at the Sago Mine and a fire weeks later that killed two men at the Aracoma Alma No. 1 mine
