The embezzlement trial of the former treasurer of the Institute Fire Department is on hold until a defense psychiatrist gives an opinion on her mental state.
Ethel Andrews' trial was delayed by two months on Monday so a defense expert could testify to her competence.
Institute's problems have led to heavier scrutiny of fire department accounts by the county commission.
"But if you wanted to manipulate things, I think a not-for-profit is easier. They don't have a professional accounting staff ... there's an opening there," Kanawha County Commissioner Dave Hardy said.
Hardy has been pressing some fire departments for a more detailed accounting of county funds, but he believes the Institute case is an isolated situation.
