Police say they have dismantled a criminal organization in connection with trafficking black tar heroin into southern Ohio.
Authorities indicted nine people who were allegedly responsible for trafficking black tar heroin to Portsmouth and Scioto County, according to a news release from Scioto County Sheriff Mary Donini.
In July, members of the Southern Ohio Drug Task Force began their investigation. On Sept. 10, detectives seized more than 150 grams of black tar heroin during a traffic stop, the release said. Police arrested Arthur R. Adkins, 41, and Jess Fleming, 22, on drug-related charges. That same day, detectives searched a home in Portsmouth and discovered evidence related to the possession and trafficking of black tar heroin, the release said. Police arrested Paul David Elrod, 58, and Dorothy Stone, 30, on drug-related charges.
On Oct. 5, the Drug Task Force presented its findings during a three-month investigation to a Scioto County grand jury. The jury voted to indict the four people who were previously arrested and an additional five area residents, the release said. The additional five residents indicted were Robert Collins, 39, Cecil Collins, 38, Jerry D. Collins, 33, Melissa O'Roark, 31, and Anna Will, 27, all from Portsmouth. They were arrested Oct. 10. The group is charged with multiple criminal offenses including engaging in a pattern of corrupt activity, trafficking in drugs and possession of drugs.
The nine are being held at the Scioto County Jail pending their arraignments in Scioto County Common Pleas Court.
