A judge has refused to reduce the bond for a man accused of torturing and chaining up his wife for more than a decade.
Peter Lizon's request for a lower bond was denied Friday afternoon. He is currently in jail on a $300,000 bond. Lizon is accused of torturing his wife inside their home over a period of several years.
Counselors at a shelter for battered women said Lizon's wife had described the abuse to them, but she told the judge it was all a misunderstanding.

A Jackson County man is accused of keeping his wife chained in shackles on their farm for nearly ten years.
Deputies arrested 37-year-old Peter Lizon for allegedly torturing his wife. They say Lizon called her his slave and kept her in chains with padlocks on them inside their home on Miller Hollow Road in Leroy. He allegedly burned and beat her for nearly a decade, even delivered their now one-year-old child himself while she was still chained up.
Deputies say the woman escaped last month, when the couple and their child went to a farm equipment rental store in Parkersburg. She then received medical treatment, which is how deputies found out about the crime.
Deputies arrested Lizon on July 5th. We are told Mrs. Lizon was home at the farm when he was arrested.
Lizon is charged with malicious wounding, but he could be facing more charges. He will be in court later this week.
