Hatcher was found dead in his home Monday, but a cause of death hasn't been released.
A McDowell County sheriff's deputy said Hatcher's daughter in law and her brother were arrested late Thursday night. Rebecca Lynn Hatcher and Earl Click are each charged with first-degree murder.
Rebecca Hatcher is from War, WV while Click is from Grundy, VA.
Click is in Southwest Regional Jail, but will be extradited to McDowell County.
Police initially told media outlet there wasn't any indication of suspicious circumstances surrounding the mayor's death, but incorrect information was intentionally released in the hope that someone would come forward.
Deputies say robbery may have been a motive, as more than $1,000 was taken from Hatcher's home after the murder.
