The Huntington City Council finalized its budget on Monday.
Usually, the city provides one third of the funding for the Cabell - Wayne Animal Control Shelter.
The new budget does not include the funds.
Officials say members of the Huntington City Council feel other municipalities should provide more funds.
Mayor Kim Wolfe says though the money is not included in the budget, funds will be appropriated for the shelter.
