Although he had already signed the mine safety bill last week, Governor Earl Ray Tomblin hosted this symbolic signing ceremony to put the spotlight on the measure he says will save lives.
The new law has several provisions, including making it a felony to give advance notice that inspectors are on mine property.
It also puts in place requirements for methane detection and drug testing. It also family members to be present during fatality investigations.
But a lawmaker who helped push it to passage says accountability is one of its strongest parts.
As the second anniversary of the UBB disaster approaches, Tomblin says mines are safer now than they were in 2010.
