According to the state Treasurer's office Kanawha County residents top the SMART529 list.
The SMART529 plan is college savings program that offers a variety of investment strategy options designed to meet a range of needs and college attendance timelines.
The office reports Kanawha County residents have 4,534 of the plan's 23,111 accounts.
