There is a new and negative report out on schools in the mountain state .
A Nonpartisan Research and Education Policy Group concludes West Virginia's public education system is among the worst in the nation.
The National Council on teacher quality ranks West Virginia 41 out of 50 for its education laws, and gave the state an overall grade of a D+.
The report cites a lack of teacher accountability and it found West Virginia shields bad teachers and fails to retain good ones. It also says there's no system to measure whether educators have mastered the subjects they are paid to teach.
The report states teacher tenure is virtually automatic and it's almost impossible to fire a bad teacher. It recommends West Virginia teachers be evaluated annually and that student learning becomes the main factor in a teacher's evaluation.
