Clint Casto, a former Charleston area political candidate, is charged with animal cruelty. Animal control officers say they found two of his horses--one starving, one dead --in Big Chimney. Animal control officers seized an Arabian mare, that appears to be about 400 pounds underweight, from an open sided structure. Now recovering at a farm in Tornado, the horse may survive. Her stall mate was not so lucky. The horse was decomposing and covered with maggots when Humane Officer Johnny Brotherton seized the mare. He said "I am absolutely sure that that horse starved to death. ". Casto is free on bond.
