Mark Jones says the water he and other people in Frame used to have looked like "watered-down chocolate milk."
Jones says, "I could fill my bathtub up with it not even half full, and you couldn't even see the bottom of the tub."
He says the dirty water also took a toll on his wallet
"We would have to buy a lot of bottled water and if you do that on a regular basis that gets expensive." explains Jones.
Thankfully, Jones was hooked up to a city line during phase one of Kanawha County's project to get everyone clean water. Now phase two is officially complete and people in Upper Frame are now able to get water from somewhere other than their wells.
Kanawha County Comissioner, Hoppy Shores, says, "177 people now can have fresh water and they don't have to worry about carrying water in."
The project cost over 2.6 million dollars and a million and a half came from a grant procured by Congresswoman Shelley Moore Capito; who says she knows how bad well water can be.
Capito says, "If you're repairing a well or depending on a well sometimes that can be very expensive."
And Jones says you can't put a price tag on health, and he's happy the county stepped up to get clean water for his community He says, "It's worth the cost. I really feel that water should be free."
The town will also get 37 new fire hydrants.
