A huge, deliberately set fire broke out at a warehouse in Nitro, where tires were being illegally stored.
Dense clouds of smoke forced thousands of people to shelter in place in Nitro and Saint Albans. It later brought a class action lawsuit.
US Tire and Recovery and Chem Valley Properties now have agreed to a settlement.
The warehouse is history now. The deal called for $1,175,00. After lawyers took their cut an expenses that left about $700,000. Only one claim per household is allowed and the payout will probably between $68 and $29, not more than $15 dollars for every hour under shelter.
The court will have a final hearing later.
Many people living in the area will be notified by mail after about 30 days.
