GETTING LICENSEDfrom Eyewitness News Online State Makes History in Driver's Licenses

Nicholas County pastor Butch Paugh, his brother Dick and Phillip Hudok have avoided lines at the DMV for a decade.
They say it was a choice they had to make. All three believe having a digital picture stored by the state is the beginning of the biblical "Mark Of The Beast". Phillip Hudok, from Randolph County, "My religious convictions determine my political decisions." Pastor Butch Paugh, Nicholas County, "It's big brother, it's going to be in a database set up on every citizen in this country. Track, trace, monitor you every place you go." While their religious views stopped them from getting a license, they say it's also about keeping government in check. Butch Paugh, "We have had a nation 200 years without all of this why do we need it now?" So as a compromise, Governor Joe Manchin and Department of Motor Vehicles Commissioner Joseph Cicchirillo agreed to only keep a print-out picture on file, not digitally on a computer. Just like all other drivers, personal information like birthdates and addresses will be kept in a database. Joseph Cicchirillo, "The information is in there just not their picture." But Paugh says it's still a victory and history in the making. He says by all accounts West Virginia is the first state to make accommodations for drivers who don't want their pictures stored. Dick Paugh, "It's going to set a precedent through the state and nation." As they leave the DMV, the men drive away with legal licenses and a sense of empowerment, after all, they fought the law and won. Phillip Hoduk, "It's a sign government can serve the people. It's a sign mountaineers are free."
