Child Protective Services in Putnam County has now opened up an investigation into the incident.
The teenagers in the video have been identified by the Putnam County Sheriff's Department.
They say they can not release their names because of their ages but do confirm they are from the Hometown area.
A disturbing video posted on the file sharing site, YouTube allegedly shows teenagers, possibly from Putnam county, forcing toddlers to fight and swear.
This video was allegedly posted by a girl who goes by the online name "Emily Grabfaces" who is from Hometown, West Virginia.
Eyewitness News showed the video to Department of Health and Human Resources spokesman John Law.
Law says, "It looks like pit bull dogs being forced to fight." He also says, "It's pathetic and sick."
Eyewitness News reporter Jake Glance asked Law if a parent had done this, would there be an investigation by protective services? Law said, "Absolutely."
The West Virginia State Police, Putnam County Sheriff's Department, and United States Marshals have all been notified of this video.
