Nitro Police say John Ryan Osborne led officers on an early morning chase in a stolen unmarked Charleston Police car. Charleston Police say Osborne took the car from this parking structure next to the Civic Center. Nitro Police say Osborne's erratic driving made officers suspicious, and when they tried to pull him over, he wouldn't stop. During the pursuit, Osborne drove through a fence at an overnight trucking parking, tore down a manhole and drove into an AEP power sub-station all before he was arrested. Charleston Police say it is luck that no one got hurt. Osborne now faces charges of fleeing in a vehicle while under the influence and possessing a stolen vehicle.
